Garfield hey buddy, yeah it seems they have gone back to normal, allot of ISP's traffic started to peak with COVID, so streaming services such as Netflix, Amazon and Disney reduced their streaming rate to help with the additional traffic.

I read an article the the average capacity only added around 20/25% on most ISP's networks during the peak of the pandemic.
